We have been lucky this winter with snow, ice and fallen trees but the
tornado and hurricane seasons are coming soon and we are trying to prepare
for any emergency. You can help and we hope you will.
The information goes into a secure database on the FHA computer and the hard
copies are locked in the FHA Office. Thank you for your help in preparing us
to help you, when necessary. Tom Hauck, FHA President

AUTHOR EVENTS AT MCINTYRE'S
Saturday, April 2, 11:00 a.m. Join us in the barn for the grand finale of the

The Kite Runner. The novel has topped the bestseller list for months and we
are expecting large crowds, so come early.
Sunday, April 3, 2:00 p.m. Author Ashley Warlick will be reading from her new
novel, Seek the Living. Set in the landscape of the new South, with its
aging farms and low-rent strip malls, the book tells the story of a
strong-minded young woman whose past catches up with her.
Friday, April 8, 7:00 p.m. One of today's greatest mystery writers, George Pelecanos, joins us to read from his latest novel, Drama City. After eight
years in prison on a drug charge, Lorenzo Brown has come "uptown"- back to
the Washington, DC neighborhood where he grew up. In the dangerous streets
he used to menace, Lorenzo plays a part in maintaining order-and it's a role
reversal some of his former friends don't appreciate.

pleased to host poets Joanna Catherine Scott and Roy Jacobstein, who will be
reading from their new collections of poetry.

FHA BOARD AFFAIRS
MARCH
FHA BOARD OF DIRECTORS MEETING MINUTES
Complete minutes are available in the FHA office and on line by
clicking here.
President Tom Hauck began the meeting by telling everyone that the FHA
has received about 200 (out of 1000)Form A's and Form B's for Emergency
Information. The information will be put into a secure FHA computer database
so that when there is a problem, the FHA will be able to handle each
resident's requirements. We have been lucky that the winter has been mild
but that the hurricane season is coming. Please help us to help you by
submitting your completed forms.
Real Estate Tax Reappraisals
Ms. Kimberly Horton from the Chatham County Tax Office and Mr. Ron McCarthy,
appraiser and consultant to the county presented information to the
attendees. The presentation is published on the FHA website:
click here. Hard copies of presentation are available in FHA
office Two important points: all informal homeowner appeals will be
considered and the Chatham County Tax Administration is planning to
reevaluate again all of Fearrington because there are so many concerns about
the reassessment values. Do not hesitate to appeal if you believe your
assessment is incorrect.
Other points from Ms. Hortons presentation:
Assessments done to re-equalize the tax base at market value (the price at
which property would change hands).
Real property must be assessed every 8 years by NC state law. The Chatham
County commissioners in 1998 voted to reassess real property every 4 years
in our county to avoid losing tax revenue, and to avoid major increases at
each revaluation. Personal property (automobiles, boats, etc.) is assessed
every year.
Every real estate transaction between 1/1/01 and 12/31/04 is reviewed and
verified. The tax office recognizes 10 neighborhoods in Fearrington; sales
analyzed by neighborhood. Fearrington average taxable residential value
$248M in 2004 based on 2001 reevaluation; proposed $312M for 2005, increase
25.81%.
Chatham County as a whole: Taxable residential value is $4.4B 2004 based on
2001 value; proposed county residential value $5.6B 2005, or an increase of
29.06%.
Property record card and schedule of values are available online. Uniformity
and equalization of real property are the primary goal of reappraisal. The
tax rate of $81.25 shown on the property record card is used on every house
in Chatham County.
Appeals process:
A resident must first file an informal appeal by completing and mailing the
form attached to their evaluation notice or making an appointment to meet
with the Tax Office representative. No appeal will be denied if it is
received in the Tax Office by 5/1/05.

the damage to the shoulders and rectify before it becomes a larger problem.

a very serious problem. He suggested that the FHA Board and the Road Safety
Committee pressure the DOT for more 25 MPH signs and, in addition, state
that we also need 4-way stop signs. Hopefully, we will move forward on this
issue to avoid serious accidents and adhere to road rules and regulations in
our community.
The next regular board meeting will be on Tuesday, April 5 at 7:00 p.m. in
the Gathering Place. Submitted by Edie Lange and Maggie Frantz

The week beginning Monday April 11 through Monday April 18 is designated as
SPRING CLEAN UP WEEK. This is the time to get all the winter deadfall limbs,
plants, etc out of your area and the immediate adjacent common area. Please
follow these instructions:
Limbs must not exceed six feet in length---please bundle and tie them. To
facilitate the tying, lay two six-foot lengths of twine on the ground about

difficult to tie up the bundle. You know the pile is too big and you should
start another.
All leaves and loose material must be in recyclable paper bags (Obtain them
at your hardware store)
All material must be placed on the road shoulder (the same place as you
currently place your recyclable items) during this week, however if possible
the material should be placed out on Saturday, Sunday or early Monday.
Collection of all items will be on Monday April 18.
