LAND TRANSFER TAX VOTE NOVEMBER 6

The Chatham County Commissioners have decided that additional funding is essential to provide for the county's growing infrastructure needs, particularly for schools. They are proposing to adopt an 0.4% Land Transfer Tax (LTT), identical with the current 0.2% "Deed Transfer Stamp Tax." The new LTT would apply anytime a sale of property involves recording a new deed. It would be paid as a result of sales of property by land-owners, developers, commercial businesses, and homeowners.

In the past years some 15,000 homes and many commercial developments have been approved in the county. The Commissioners at that time, however, did not require that the developers provide funding for the resulting needed infrastructure, particularly schools and county offices. The current Commissioners have voted to apply 85% of the revenue from the LTT, if adopted, exclusively for schools.

The Commissioners want to use the LTT as an alternative to increasing our property tax rate. You would pay a tax once on your home rather than increased taxes every year. (More information is on the County's web site at www.chathamnc.org.)

A referendum on adopting the LTT will be on a ballot on election day, Tuesday, November 6. You can vote YES or NO at the Gathering Place polls from 6:30 a.m. to 7:30 p.m.

COME OUT AND VOTE!

UNITED WAY CAMPAIGN NEEDS YOUR SUPPORT

Fearrington's 2008 United Way Campaign has a challenging goal of $115,000our highest goal ever. Chatham County has grown rapidly and the needs here have grown, too. Your donations make a difference in the lives of people in our community.

Our local United Way works hard to use funds wisely, effectively. We encourage agencies to develop programs that meet current priority needs, to seek matching grants to multiply funds, and to collaborate with other agencies for the benefit of the people served. Some examples are: The Council on Aging gets matching federal funds from United Way local donations to provide in-home aides and delivered meals to help seniors stay in their own homes. The need for help to buy prescription medications is being addressed through a new agency, Chatham Care Community Pharmacy. Chatham Transit uses United Way donations to provide job access transportation to and from work. Funding from United Way has helped the Hispanic Liaison to create a micro-loan program and financial counseling for individuals to begin small businesses. All of these programs help those in need develop and maintain independence.

Please give generously to continue to support the United Way. If you have not received information and pledge forms or if you have any questions, please contact Doug McAllister at 545-9809.

REPORT ON THE FHA SPEED MONITOR

By now we have all noticed the speed monitor mounted below the various 25 mph speed limit signs in Fearrington. Their primary purpose is to remind our drivers that, due to the sharing of the roads with pedestrians and bicyclists, it is important to drive slowly and carefully in the community.

The program seems to be working. Early indications from a sample of the data show that most drivers approaching a monitor above 25 mph are slowing. Software, being developed to analyze the data, indicates that for a sample of about 10,000 vehicles collected by the computer in the speed monitor, over 60% of the vehicles exceeding the speed limit are, in fact, slowing down.

As we get more experience and better software, we will be able to analyze the data more thoroughly to determine if this sample is representative and whether this pattern holds for all of the locations of the speed monitor. Also, we will be able to determine with more confidence and precision which are the more heavily traveled roads. Stay tuned for more results.

In the meantime, please continue to drive safely on all of the roads in Fearrington

FEARRINGTON TO HOST TALK ON CLIMATE CHANGE

The Fearrington Democratic Club invites all residents of Fearrington Village and Galloway Ridge to its meeting December 3 at the Gathering Place at 7:30 p.m. to hear UNC Professor Douglas Crawford-Brown speak on "Climate Change and American Society: How Can We Deal With the Challenge?" Director of the recently established campus-wide Institute for the Environment, Dr. Crawford-Brown is Professor of Environmental Science and Policy at the University of North Carolina in Chapel Hill. He also directs the Institute's field site in international energy policy in Cambridge, UK.

With little scientific doubt that climate change is happening, is being increasingly affected by humans, and requires rapid response, the question is how we will tackle this challenge for all of us in our communities.

(There is no November club meeting because of the Thanksgiving holiday.)

GREAT DECISIONS TO FEATURE DUKE CHAPEL DEAN

The Rev. Canon Dr. Samuel Wells, dean of the Duke University Chapel, will be the speaker for the Thursday, December 13 meeting of Great Decisions to be held at 1:30 p.m. at the Barn. Dr. Wells is also Research Professor of Christian ethics at the Duke Divinity School and has published seven books and many scholarly articles.

In January 2007, Dr. Wells presented a paper to the first Tehran International Conference on Religion and Drama. "President Ahmadinejads government, though less than warm in some of its foreign policy moves, is very supportive of the arts," noted Dr. Wells in an e-mail to "The Durham News."

Dr. Wells, a fourth-generation Church of England priest, was born in Ontario, Canada and grew up in England. He earned a masters degree in modern history from Oxford University, a Bachelor of Divinity in systematic theology from Edinburgh University, and a PhD in theology from the University of Durham (England). Before joining Duke University Chapel, Dr. Wells had been a priest for 14 years, serving churches in Newcastle, Norwich, and Cambridge, England. While in Norwich he helped to establish and was, for several years, vice-chair of the first organization in the East of England, devoted to community-led urban regeneration.

Dr. Wells is speaking so that donations can be collected for CORA (Chatham OutReach Alliance). During 2006-2007, CORA served over 2400 families (8240 people) distributing the equivalent of over 176,000 meals. The Barn is being donated by R.B.Fitch. Questions about this Great Decisions lecture can be addressed to Jean Hjelle, 545-0432 or jhjelleATembarqmail.com.

REMINDERS ABOUT SUBMISSIONS

It is important that only one designated person submit articles for a particular organization.

Please check your copy (particularly the date and time) before submitting it and mark your submissions clearly "Newsletter" or "Calendar."

There are two ways to submit items:

● E-mail (the preferred method). Both editors have email and can easily redirect items if necessary, but it is best to check above and submit articles to that month's editor. Please send in either e-mail message format or as attached documents in MS Word or Rich Text Format (RTF).

● The Newsletter box at the Gathering Place kiosk. Newsletter submissions must be on full sheets of paper to avoid getting lost. Typed items are preferred – in upper and lower case. Please avoid caps, boldface and italics.

Submissions are limited to 200 words but may be further edited for space requirements. The length of  official FHA submissions is not restricted. Formatting is at the editors' discretion.

Please do not leave submissions at the FHA office. Please send calendar items to the Newsletter editor.
